The embezzlement trial of a former South Whitehall Township employee and her husband, a retired police officer, will stay in Lehigh County, a judge ruled Thursday.
Nancy A. Tonkin, 67, and William J. Tonkin IV, 70, of Little Lehigh Drive South in Emmaus were charged with fraud last year following a grand jury investigation.
Prosecutors say Nancy Tonkin, the township's former utility supervisor, stole $845,000 through a "lapping" scheme, where she pocketed water, sewer, trash and recycling payments of township residents then used payments from other customers to cover the losses.
William Tonkin was a South Whitehall police officer from 1969 to 1996, when he retired.
The grand jury found that the thefts occurred between 1999 and June 2012. Investigators allege the couple visited numerous casinos, including Sands in Bethlehem, Parx in Bucks County, Mount Airy in Monroe County, Mohegan Sun near Wilkes-Barre and several in Atlantic City.
They lost more than $116,000 in slot machines alone, according to the grand jury, and withdrew $20,000 from casino cash machines from 2009 to 2012.
