Montigny holds up casino compact
A day after SouthCoast lawmakers in the House mounted a vigorous but unsuccessful effort to change a casino compact with the Mashpee Wampanoag tribe, Sen. Mark C.W. Montigny of New Bedford slowed the bill down, using a parliamentary tactic to prevent a Senate vote on the legislation.
Montigny's non-debatable "lay on the table" motion automatically postponed further consideration of the bill until the next formal session and drew a quick response from Senate President Therese Murray.
Beginning next Tuesday, Murray said, lay-on-the-table motions will no longer be allowed. Toward the end of formal sessions — which must cease this year on July 31 — such motions in the Senate have often been considered dilatory and not allowed.
