Judge Colins was the second chairperson of the Pennsylvania Gaming Control Board. She was one of the original appointees by Governor Rendell to the PGCB, and chaired the Committee which oversaw the drafting of the Board’s regulations. She was also a member of the Board of Directors of the North American Gaming Regulators Association. Judge Colins also authored numerous articles on Pennsylvania gaming law.
