THE PEOPLE WANT TO SEE THE LAW ENFORCED! The California State Lands Commission is responsible for tracking all lands within California's borders. It's expert says that sovereignty over the land the Graton casino is on has never been given to the federal government. The governor's attorney said the same in open court. Since sovereignty flows from the federal government to the tribe, this means that the land is not Indian-governed land, and is not eligible for casino gambling.
