A Palmer Citizens' Study Committee was appointed that determined Palmer lacked adequate water, the annual cost to host a smaller version of Mohegan Sun's Gambling Facility would be:
$18 MILLION to $39 MILLION
excluding the estimated $50 MILLION to bring water from the Quabbin.
Palmer Town Fathers allowed their judgement and reason to be obscured, failed to ask the pertinent questions.

PALMER, Mass. (WWLP) - Still no host agreement between Mohegan Sun and the town of Palmer, but the developer behind the proposed casino continues to work on the traffic plans.
Northeast Realty met this week with representatives of the Massachusetts Department of Transportation to discuss what they plan to do with a small piece of land that borders Thorndike Street across from the proposed casino.
As part of phase one and two they will need to go through an environmental impact process for the triangle parcel of land.
At the beginning of Augues Palmer's Town Manager Charlie Blanchard told 22News that they're still about one to two weeks away from finalizing their casino contract.
