The Pennsylvania Gaming Control Board handed down a $90,000 fine to Harrah's Philadelphia Casino and Racetrack in Chester on Wednesday for violating casino credit processes and underage gaming laws.

The fine issued to operators Chester Downs and Marina, LLC resulted from two consent agreements between the board's Office of Enforcement Counsel and the casino license holders.

The lion's share of the fine - $70,000 - was issued due to Harrah's violations of casino credit issuance procedures. According to a consent agreement, Harrah's Credit Department routinely violated board regulations between July 2010 and January 2013 by failing to get authorization from a second approver before credit was issued. The department further failed to separate the credit verification process from the credit approval process.

Harrah's was slapped with an additional $20,000 fine for underage gambling. According to a second consent agreement, Harrah's operators in April 2013 allowed a 20-year-old woman to spend two hours on the casino gaming floor, where she gambled at slot machines and drank alcohol.

Both consent agreements were approved by the Gaming Control Board Wednesday during its public meeting in Harrisburg.
