So, Frankie says only 1% of patrons are 'pathological gamblers.'
Don't call it to his attention that he is 'splitting hairs' or that Secretary Bialecki has already acknowledged that the 'Administration' - Governor Slot Barns KNOWS that + 50% of patrons will be PROBLEM GAMBLERS - destroying their families, not paying their rent or mortgages, jeopardizing their families.
