Mohegun Sun's Pipe Dream

Early in the process, Palmer created a Palmer Citizens' Casino Study Committee that examined the costs to host Mohegan Sun.

The determined [conservatively] that $18 MILLION to $39 MILLION would be the annual cost to the small community, not including the estimated $50 MILLION to bring water from the Quabbin Reservoir.

The Town Fathers, Paul Burns among them, buried the REPORT, but the facts haven't changed except to escalate with the planned expansion.

UNCASVILLE, Conn. (WWLP) - Mohegan Sun is upping the ante. 22News has some new information about their plans in Palmer.

Mohegan Sun's casino proposal in Palmer keeps getting bigger.

Mohegan Sun's latest plans in Palmer are the most expensive in western Massachusetts. Their latest plan is close to $1 Billion. Both Hard Rock in West Springfield and MGM Springfield currently have close to $800 million proposals.

"I think It's even more than reactionary I think it really highlights Palmer's unique assets," said Palmer Town Council President Paul Burns.

Aside from gambling, Mohegan Sun's plan in Palmer now includes a water park, kayaking and a zip line. Mohegan Sun told 22News they don't see a problem balancing kids and a casino.

"It's very simple we want to create a resort destination, very similar on a cruise ship you have a casino on a cruise ship and you have family recreational activities," said Mitchell Etess, CEO of the Mohegan Tribal Gaming Authority.

Mohegan Sun Massachusetts is calling its project the, "Gateway to Western Massachusetts." That is coming from the East, where there will likely be at least two other casinos. It's drawing power is important and it may have gained some more visitors this week.

(Seeing that it looks like Worcester isn't going after a slots license, even though that's not in the West region, does that enhance the profile of Palmer's plan?)

"We try not to look at what's happening around us, we try to look at what we need to do to create the opportunity to win the license," said Etess.

Etess says that license may not be awarded now until April, originally it was February. He told 22News Mohegan Sun is still on track to sign a host community agreement with Palmer next month and hold a referendum in September.

Mohegan Sun Raises Stakes In Bid For Massachusetts Casino

June 07, 2013|By KENNETH R. GOSSELIN, kgosselin@courant.com, The Hartford Courant
Mohegan Sun has raised the stakes in its bid to build a resort casino in Palmer, Mass., pushing the projected cost to nearly $1 billion by adding a family-oriented water park and a second hotel.
The adventure-themed park and resort hotel would include an indoor and outdoor water park that is connected to a 250-room hotel by an entrance that is separate from the main hotel lobby, Mohegan said in a release Friday.

The outdoor section of the water park will wind through the "hills and valleys of the natural wooded terrain off Route 32" and offer kayaking and zip lining.

The addition of the 70,000-square-foot water park and hotel will push the cost of the proposal well above the previous $775 million.

Mohegan has partnered with Boston-based Finard Properties in its bid to obtain a casino license for western Massachusetts. The Massachusetts Gaming Commission is expected to issue one license for the region, and there are competing proposals for Springfield and West Springfield.

Mitchell Etess, chief executive of the Mohegan Tribal Gaming Authority, said the additions will help  attract a broader mix of visitors from New England and the Northeast -- and boost the economic benefits to the region.

"Part of the thinking was to create that real resort spirit," Etess said in an interview. "It allows us to create that amenity for family visits."

Etess said he hopes the water park will also appeal to the younger adult population between the ages of 21 and 29.

The water park and resort hotel will be developed by Finard, which is already heading up planning for the retail component of the proposal. The 300,000 square feet will include restaurants, a movie theater and other entertainment and shopping.

The retail space is twice the size of the 130,000-square-foot Shops at Mohegan Sun at Mohegan's Connecticut venue.

Mohegan Sun partnership with Finard Properties for 300,000 s/f retail complex - Part of Mohegan Sun Massachusetts

Palmer, MA Mohegan Sun Massachusetts has partnered with Finard Properties, a Boston-based commercial real estate investment and development company with a nearly 60-year track record of creating premier retail environments and shopping centers.

The deal adds Finard as the latest strategic partner in Mohegan Sun's plans for a nearly $800 million destination resort casino.

"There isn't a better, more experienced and more successful retail developer than Finard Properties, and we are thrilled to be adding them to the Mohegan Sun Massachusetts team," said Mitchell Etess, chief executive officer of the Mohegan Tribal Gaming Authority. "The portfolio of hugely successful Finard Properties' developments is spread literally throughout every corner of New England and beyond. Their creativity and expertise will be a huge asset to our application for the Western Massachusetts gaming license."

An early pioneer of the now familiar modern shopping center, Finard was founded in the 1950s and has evolved over nearly six decades to become a regional market leader with a presence throughout New England, in the mid-south, and western United States. Today, the company commands a diverse portfolio of assets in the retail, office and hospitality sectors.

Mohegan Sun Massachusetts will include a 300,000 s/f Finard retail development, in addition to world-class casino gaming, a hotel, premier dining and other amenities.

The deal with Finard follows Mohegan Sun's strategic partnership with Brigade Capital Management, a $12 billion New York investment advisor that gives Mohegan Sun Massachusetts the strongest financial platform of any bidder pursuing the Western Massachusetts gaming license.

"We are proud to ally ourselves with Mohegan Sun Massachusetts, an established New England brand with 16 successful years in casino gaming," said Todd Finard, chief executive officer of Finard.

"The Mohegan Sun site in Palmer with its 152 acres and easy access to the region's major markets is the best location in Mass. for a destination resort casino. Finard is eager to complement this economic development project by creating a dynamic and thriving first-class retail component comprised of restaurants, entertainment, and international fashion brands."

Finard Properties has developed and managed retail properties ranging from transformative urban retail projects to lifestyle centers and large-scale enclosed regional shopping malls.

"Mohegan Sun has been entertaining gaming patrons from Massachusetts and New England and offering a premier visitor experience for 16 years," said Etess. "Our marketing advantage is one of the key strengths of our license application, and the additional creativity and excitement that Finard Properties brings to the Mohegan Sun Massachusetts team stands to enhance that even further."
